This preamble aids the following:

Allow user to override the LaTeX default index name
with a DocBook localisation.
Integrate index [2.0.9]/@id cross-references
with LaTeX and tables of contents (makes indices
behave a bit like chapters).
Allow “preamble” templates or
mappings to be applied for indices.
